my dear friend,

Last 18 March 2008, there was a Talk Show gathering about delay problems in airlines of Indonesia...herewith I attach the welcome speech by the Secretary General of INACA (sory in Indonesia)....if you interest I will translate for you...
just want to show that my country still do lot of efforts to make good the airlines performance especially the passenger services....

Speech by Tengku Burhanuddin (Sekjen INACA):

Permasalahan delay (kelambatan, penundaan penerbangan), penyebabnya memang bukan mutlak menjadi tanggung jawab operator semata.

Ada banyak penyebab terjadinya delay. Antara lain:
- TEKNIS
- OPERASIONAL
- BANDARA
- WEATHER
- STATION HANDLING
- GROUND HANDLING
- SLOT TIME
- AIR TRAFFIC CONTROL (ATC)

Dari data yang dirilis oleh Departemen Perhubungan, penyebab terbesar terjadinya delay adalah:

- TEKNIS, yang memberi andil sebesar 30.61%*
- OPERASIONAL, yang memberi andil sebesar 15.7%* dan
- BANDARA yang memberi andil sebesar 10.45%.

Akan tetapi tentunya kita sebagai pihak yang terlibat langsung dalam mengoperasikan penerbangan dan melayani konsumen perlu duduk bersama mencari solusi untuk menekan delay ini.

Biar bagaimana, seringnya terjadi delay menyebabkan citra penerbangan nasional menjadi turun dan imbasnya dunia internasional pun memandang rendah kualitas pelayanan transportasi udara kita. Dan citra Indonesia sebagai sebuah negara di mata dunia internasional ikut turun.

Talk show ini meski tidak dimaksudkan untuk mampu mengatasi keseluruhan penyebab delay, namun pelaksanaannya diharapkan menjadi semacam turning point untuk mengurangi delay dan meningkatkan pelayanan dunia penerbangan, sekaligus mendukung dan mensukseskan program pemerintah yang diberi slogan 3 S + 1 C (SAFETY, SECURITY, SERVICE + COMPLIANCE)

Thanks commentnya Silvy...ya talk show itu hanya ingin meremind kembali kepada seluruh pengelola bisnis penerbangan khususnya pemerintah bahwa persoalan ini penting juga serta bukan semata persoalan/tanggung-jawab airlines...dan memang pemerintah sedang membuat suatu surat keputusan atau regulasi baru mengenai pengelolaan dan kompensasi delay ini....soal delay sebetulnya masalah umum koq, di luar negeri juga terjadi kan...cuma di sini, banyak faktor eksternal yang kayanya koq gituan aja ngga diberesin...ya seperti tol bandara cengkareng kebanjiran....ngga perlu terjadi kan harusnya!

halo Ika, nice to see you again in my site and lot of interest...thanks so much...ini acaranya dari asosiasi penerbangan nasional (INACA) yang diprakarasai dan diorganize oleh aku dan teman2..ya aku pimpronya...makanya rada2 stress sebelum dan saat acara...untung semua berjalan lancar...ya our God is so kindness Ika...thanks to Him....

oh those old man (two with white hair) used to be boss in airlines long time ago, the white shirt is my prior boss (he was the EVP, Operation of Merpati) and the other I think was also boss from one airlines in indonesia.

oh ini bukan temen dari DKI tapi Departemen Perhubungan...kita sudah berteman puluhan tahun sejak aku di merpati...karena dari dulu dia di humas juga..jadi aku sudah jalan2 dengan dia (perjalanan dinas) ke beberapa daerah...ya senang aja, punya teman kerja yang awet gitu...

Halo Janine ... waaah, so many postings of yours that I didn't follow up yet, lets try with this interesting topic first. Very nice event you did with talk show recently, Janine. - Great Job!!!

Tentu saja aspek keselamatan, keamanan, dan pelayanan termasuk faktor utama dalam maskapai penerbangan. Namun budaya keterlambatan pun sering membuat penumpang kecewa, apalagi kalau sampai ketinggalan connecting flight berikutnya :)))

Somehow, I agreed to what Burhanuddin said that we cannot just point out the airline companies responsibilities for "the delay" problem.


Agaknya, kompensasi penundaan penerbangan yang berlaku di lain negara tak lama lagi bisa dinikmati pula di Indonesia ya, namun aturan memberikan kompensasi kepada penumpang angkutan udara sepertinya belum tegas, sehingga sanksi keterlambatan jadwal penerbangan karena masalah internal maskapai pun tak ada kompensasi.

kewajiban memberi kompensasi penundaan merupakan bentuk peningkatan pelayanan pengguna angkutan udara. Apalagi, Indonesia telah menanda tangani kesepakatan liberalisasi di bidang angkutan udara dengan negara anggota Asean mulai 2012, ya kan ?!

Ya kita tunggu aturan seperti apa yang akan keluar dalam waktu dekat ini :)))

Menurut Tengku Burhanudin, maskapai penerbangan diperkirakan hanya menyumbangkan 35% penyebab keterlambatan penerbangan, sedangkan sisanya karena cuaca, padatnya lalu lintas penerbangan, dan masalah akses bandara.

Janine, pendapatku bukanlah berarti aku tidak mencintai our own flag ... noooo!! Aku bangga namun sedih melihat segalanya masih acak aduk. Sepenuhnya aku bangga dengan keaktifan kamu dalam hal membangun citra maskapai penerbangan kita. I'm very proud of you Janine!

Dibandingkan kwalitas maskapai lain di dunia, aku seding sedih melihat di setiap bandara, Garuda selalu mendapat tempat yang kurang strategis atau masih kosong, padahal perbandingan harga tidak seberapa jauh dgn yg maskapai lainnya. Tentunya, citra baik sebuah maskapai harus dibina stabil dan prenak-prenik seperti ini sangatlah penting.

Semoga maskapai penerbangan nasional kita berjaya lagi !! Keep courage !!!

Aku juga suka makanan jalanan kalau ke daerah...ya di jakarta aja kalau liat yang agak sehat..alias tidak ber zat pewarna atau ber bahan borax...tapi terkenal enak, wah kuganyang juga...dan itu yang membuat kita tidak sensitif...jadi tahan banting alias ngga gampang sakit perut....Oh Shy di Kemang aku pernah kesana sekali tapi udah lama sekali sih...emang kenapa?

Memang betul, kondisi yang paling tidak menyenangkan bagi penumpang kalau delay atau cancel...ya itu, ketinggalan pesawat dan lagi kehilangan appointment...aku pernah dengar cerita dari teman yang pengusaha, dia kehilangan proyek triliunan gara2 pesawat delay...harusnya dia bisa ikut tender di NTB , ya karena tidak tiba pada waktunya dan tidak ada airlines lain...jadinya didiskwilifikasi....wah sedih, tapi dia sudah complain ke airlinesnya, sampai datang ke kantor...tapi ngga bisa juga diganti kerugiannya....ya mana mungkin lah, airlines mau ganti triliunan, jutaan aja mikir sepuluh kali, paling dikasih tiket gratis.....

Kompensasi memang lagi diatur lebih baik, tapi aku rasa masih tidak bisa sepenuhnya memberikan kompensasi yang wajar sesuai kerugiannya....aku sudah sampaikan masalah ini ke perusahaan asuransi juga, tapi mereka ngga mau ambil alih resiko tersebut karena mereka tau masalah delay di kita masih tinggi...ya bisa2 rugi kan...

Nah dengan adanya liberaliasi melalui open sky di tahun 2012 nanti...kayanya bakal banyak airlines nasional yang gulung tikar nantinya...makanya Lion sekarang sudah mulai mengembangkan operasinya seperti Air Asia...karena bersaing di domestik aja, pasti susah..atau sudah disarankan agar airlines domestik mau beraliansi alias bersatu aja...dan memang sudah dimulai sih...beberapa airlines swasta sudah mulai dimiliki oleh satu pemegang saham dari Bimantara (dari grupnya RCTI)....dan Merpati dengan Garuda juga sedang direncanakan untuk beraliansi....

Ya begitulah, perubahan layanan transportasi di negara kita memang tidak mudah dan butuh waktu...tapi setidaknya ada upaya untuk lebih baik selalu....ya sudah baik deh....

well Upi...this beautiful lady is my friend from merpati, Genduk her name, she also joined the earlier pension with me...and she is my best friend in the office, because her character the same with me...she used to be a secretary at my department and assisted also in protocol job...

Oh ya...tehnical reason means here the condition of aircraft...and it happened in private airlines which are not so care with the aircraft condition and their aircrafts mostly were old....and the percentage of 35% is the big percentage..other reasons mostly are lower....therefore, technical reason are the main problem of indonesian airlines especially the small airlines who have old aircrafts....

Thanks Upi for your compliment and kind attention....well, aku senang aja bisa memberikan kontribusi sedikit buat sesuatu yang memang sudah kukuasai...ya dulu aku hanya mikirin image merpati tapi sekarang aku mikirin image airlines nasional...setidaknya aku ngga nyesel keluar dari merpati....itu aja koq Upi...

Memang semakin memprihatinkan kondisi bisnis penerbangan nasional kita termasuk Garuda....sekarang dipermasalahkan juga kondisi bandara yang mulai terkuak ketidak amannya....ya memang perlu perubahan radikal kali...cuma gimana kalau para penguasa dan pekerja masih yang sama2 aja....sabarrrrrrrr aja deh....paling berupaya terus untuk memperbaikinya...jadi jangan sampai apatis atau patah arang....memang perlu generasi2 penerus yang lebih tangguh dan mau terus berjuang untuk perbaikan...bukan yang nrimo aja alias easy going alias not care.....merci Upi for all your comments....

Thanks Dick for your great responsed in this issue of technical reason...well, I know you feel strange how come a technical reason because of the advance technology and usually an aircraft have approval to fly means its aircfraft condition already good...ya..approval to fly as a reliable aircfraft issued by government official...and this is also international rule...but why always technical reasons....so something wrong with the approval...or the government not check good the aircraft....I think so...because you know, in our country so many aspect still not dicipline or not done well...just checking a little or may be not check at all and then give the approval....besides, there also problems in the maintenance of aircraft which can be also not done well...all the problems here only one....money and money...government official need money and airlines company less money so could not use the good spareparts....well, I know this from my former company...so, actually not related with the ages of aircrafts.....because aircraft always have approval from the international institution to fly even they are very old....the point is, old aircrafts need lot of money for maintenance...so come the next problem after the aircrafts operate, ya get the technical problem...........

Iya ya ... bangsa kita selalu begitu, maju selangkah mundur tiga langkah .... :))) Namun apapun usaha untuk bergerak maju, masih lebih baik drpd nrima saja.

Yang anehnya, aku sering pikir ... kenapa sih kita harus beli pesawat yg tua-tua yang maintenance-nya butuh biaya lbh besar. Apakah betul bangsa kita tidak mampu beli pesawat yg baru-baru, sebab orang Indo itu kan kaya-kaya oo ...

thanks Dick for your great interest...well, airlines is a high cost business and therefore if miss management so means no profit or no margin....the financial problem happened in old airlines because mostly they already had the accumulation of loss/debt....and air price is still under controling of government policy, there is the minimum and maximum price which already decided by government...so to increase margin not from the price but from the load factor of passengers and frequency of flight operation and of course from the good and efficient management....Garuda could not be competitive in international because had the big number of debt as well as Merpati (accumulation debt since long time ago). The competitive also influenced by the services (fleet reliability, customer services and of course safety record) and the new element is efficiency of operation such as the low cost carrier as a trend now....

Wah ini menarik Upi..memang selalu orang awam menganggap kenapa sih harus beli pesawat tua? well, pesawat tua itu harganya jauh sekali dengan harga pesawat baru....dan satu2nya alat untuk bisa meningkatkan produktifitas ya punya pesawat yang banyak...nah, perusahaan penerbangan di indonesia itu sebagian besar modalnya pas2an alias tidak punya investor yang kuat modalnya, apalagi perusahaan pemerintah wah...pemerintah ngga mampu kaya dulu lagi, yang bisa beliin banyak pesawat baru buat Garuda dan Merpati...sekarang banyak prioritas lain anggaran pemerintah, karena pemerintah beranggapan buat apa banyak bantu BUMN toch sekarang sudah banyak airlines swasta, jadi kalau merpati dan garuda tidak bisa terbang seperti dulu, ya ngga apa2 kan ada airlines swasta yang bisa gantiin....perusahaan swasta yang modal kuat cuma Lion, ya dia ada investor besar dari singapore...Memang kita suka bertanya2 lah uangnya orang kaya indonesia kan bisa diinvest ke airlines...tapi mana mau lah para pemilik modal invest di airlines kalau marginnya kecil banget, trus resikonya tinggi...contoh aja, sempati yang begitu besar bangkrut kan dan sekarang adam air juga berhenti operasi....thats the problem Upi.....pemerintah harusnya bisa melakukan kebijakan yang lebih berani alias tidak populer....

Well, yes, I do understand that strategy, but it should be followed by reliable maintenance, in any case - Quality before Quantity , bcs the impact is our own flag name. I don't believe having so many airlines and aircrafts *bought by huge debt* without safety standarts is a good idea, that could be exactly like "the mess in our bus/ public transports at terminal Pulogadung* ... Aircrafts need more humain competence in its operating and maintenance standards inadequate and training of personnel substandard, especially with the old aircrafts and understanding the rough condition and climat exist in our country (volcanoes etc ..). *The pilot should have certain capability what to do in an emergency situation*

We cannot improve our airline image if those basics factor (humain competence, condition of aircrafts, standart service ) are still poor. And old aricrafts with bad maintenance may cause mechanical problem and possess a high risk for delay, I believe.

I can’t say that I’m surprised at all that most of the unwise wealthy men in our country would like running the airline bussiness as they run the "Metro-mini bus" ...many flights, full passengers, big benefits but low maintenaces. :)))

And Adam Air's licence might not be revoked, if they didn’t clean up their mess and come up with concepts how to improve their safety standards and maintenance regime. But - as often in Indonesia - nothing much followed, except maybe some money changing hands and things continued. :))))

Thanks Upi for your response and again a great opinion you share here...I agree with all your opinions....therefore, until this moment the EU still not allow our national airlines to fly there...because there is almost no significant change in the airlines safety system....well, nothing can do more...just hoping there still change in the airlines business even little by little....our country still dont have the competitiveness in global market....take care of you too....
